NSPM-33

Presidential Memorandum Regarding Research Security

National Security Memorandum-33 was issued by the White House in January 2021 and provides security requirements for research universities to ensure the integrity of federally-funded research projects in the United States. NSPM-33 focuses on four aspects of research security: cybersecurity, foreign travel security, research security training, and export control training.

This memorandum was issued in response to increasing foreign interference and exploitation of American research and development, including espionage and intellectual property theft. Included in NSPM-33 is a disclosure policy that standardizes and requires the disclosure of research information to increase transparency and discover foreign involvement in research activities.

In January of 2022, the White House Office of Science and Technology Policy (OSTP) released Guidance for Implementing National Security Presidential Memorandum 33 (NSPM-33) on National Security Strategy for United States Government-Supported Research and Development. This document provides guidance on the creation of a research security program and gives specific requirements for that program.

NSPM-33 applies to all research universities that receive an excess of 50 million dollars per year in federal research funding. Wichita State fits this criterion and as such is required to implement a research security program. Currently, the university is evaluating NSPM-33 and OSTP’s guidance to determine our next steps forward.
