CANDIDATE COMPETENCY AT COMPLETION: INITIAL LEVEL PROGRAMS |R3.3

Prior to recommendation for licensure, the EPP collects evidence to document that candidates have reached a high standard for content knowledge in the fields in which licensure is sought and can teach effectively with positive impacts on P-12 student learning and development.

Data are collected from the follow sources to evaluate initial level candidate competency at completion:

State Licensure Exam Scores

Upon program completion, 2024-2025 program completers were required to complete both the PRAXIS Principles of Learning and Teaching (PLT) exam for their grade level area, as well the PRAXIS II Content Exam for the license area for which they were prepared in order to be recommended for licensure. The PLT assesses a new teacher’s knowledge and understanding of educational practices foundational to beginning a career as a professional educator. The test is designed to reflect the InTASC Model Core Teaching Standards. There are five subcategories: 1) Students as Learners; 2) Instructional Process; 3) Assessment; 4) Professional Development Leadership and Community; and 5) Analysis of Instructional Scenarios. The Praxis II Content Exam (or Praxis Subject Assessment) measures candidates' general and subject-specific teaching skills and knowledge and features selected-response and constructed-response items. The Praxis Content Exams provide data on candidate understanding of the critical concepts and principles of their disciplines. 

Teacher Licensure Capstone (TLC)

The TLC is a Unit-wide EPP-created performance assessment that all initial level candidates are required to pass before being recommended for licensure. It was designed to provide the teacher candidate an opportunity to demonstrate how they use contextual factors in a classroom to design and implement a unit of study. The teacher candidate provides information about the unit’s lesson plans and assessments. Specific information about how the instruction is modified for either a subgroup of students or a focus student within the classroom is also required. In addition, the teacher candidate is required to reflect on the implementation of the unit for the whole class and the focus student. The four tasks comprising the TLC include: 1) Contextual Information and Learning Environment Factors; 2) Instructional Design; 3) Teaching and Learning; and 4) Self-Evaluation and Reflection. Data from areas of Tasks 2 and 3 are collected to contribute to assessment of candidate content and pedagogical knowledge.

Kansas Educator Evaluation Protocol (KEEP)

The Kansas Educator Evaluation Protocol (KEEP) is a Unit-wide assessment used by university supervisors and mentor teachers to evaluate candidate performance prior to and during their final teaching internship. Aligned with the KSDE and InTASC Standards, the KEEP measures candidates' performance in four areas: 1) learner and learning, 2) content knowledge, 3) instructional practice, and 4) professional responsibility. Data collected during the final teaching internship is evaluated to determine candidate competency at completion.

To be recommended for licensure, advanced level candidates are required to complete the PRAXIS II Content Exam for the license endorsement area for which they were prepared. The Praxis II Content Exam (or Praxis Subject Assessment) measures candidates' general and subject-specific teaching skills and knowledge and features selected-response and constructed-response items. The Praxis Content Exams provide data on candidate understanding of the critical concepts and principles of their disciplines.
