No Cost Technical Assistance Offerings

Through a series of grant contracts, the WSU EFC has significant capacity to provide technical assistance to small water and wastewater utilities nationwide.  Here’s what’s on offer:

  • For Small Water Utilities (serving less than 10,000)
  • Asset Management Plan development assistance
  • Capital Improvement Planning assistance
  • Basic water rates reviews
  • Analysis of financial metrics and utility financial health
  • Drought planning and mitigation
  • Locating and understanding financing options
  • Water audits for utilities utilizing the American Water Works Association methods
  • Workforce development
    • Assistance with job descriptions
    • Reviews of policies regarding recruitment and retention
    • Analysis of wages and salaries of utility staff
    • One-on-one training on any of these topics

For Small Wastewater Utilities (average daily flows under 1 million gallons)

All of the water utility technical assistance applies to wastewater utilities.  In addition, EFC staff has expertise on nutrient removal in plant operations.

All offers of technical assistance are offered at no cost to the utility.  Typically, we can provide up to 20 hours of assistance to each utility.
