Overview
Dr. David Guo is the fourth Regents Distinguished Professor of Public Finance at Wichita State University. His research focuses on state and local public finance and budgeting. He is the director of Kansas Public Finance Center. His research focuses on budgetary institutions and fiscal policy outcomes, public engagement in the budget process, local government strategic interaction and fiscal competition, and fiscal transparency. He participated in a multi-phase project of Truth and Integrity of State Budgeting sponsored by the Volcker Alliance, examining the good practice of the budget process of 50 state governments. He was the PI of The Disclosure of Tax Expenditure in State Budgets which assesses state governments’ disclosure quality of the tax expenditure. His examined the initial fiscal impact and response to COVID 19 of the State of Florida and the City of Miami. He also assisted the Florida League of Cities in producing a forecast of the revenue impact of COVID for all the 411 municipalities in Florida, which was disseminated among all local elected officials and finance directors in Florida. He is currently conducting revenue analysis for the Sedgwick county.
