Parking Appeals Committee

The Parking Appeals Committee is comprised of a variety of employees (unclassified, USS and faculty) and students, and they are tasked with the decision making process on parking appeals at Wichita State University. The process takes place almost exclusively online with the use of websites for NuPark and Smartsheet as well as email dialogue as needed.
When a customer receives a citation they are allowed 20 days to appeal if they feel the citation is unjust. The customer appeals the citation online via NuPark and the appeal is then populated in the committee’s portal. A customer is defined as any student, faculty, staff or guest who receives a parking citation on campus.
A daily email is sent to the committee any time there are currently active, open appeals in the system. The committee then has 10 days to read, review and vote on an appeal before it must be closed. Committee members are encouraged to log on to the NuPark system multiple times a week, otherwise reviewing all open appeals in one sitting can be a very overwhelming task. Judgements are placed on appeals on Fridays, typically in the morning, by a non-committee member.
The review process includes reading the customer’s reasoning, viewing the citation, viewing the photos on the citation and other possible research (i.e. checking the basketball schedule to confirm a game day date or reviewing the parking map to determine the nature of the parking lot). Committee members are asked to review each appeal independently. However, if a member feels that dialogue needs to occur they can do so on the Smartsheet by typing in any comments they have on the “internal comments” section. The Smartsheet is set up like an Excel spreadsheet and each appeal is given its own row for votes, customer comments and internal comments.
While most appeals are easy to pass judgement on, the committee recognizes others may need special attention. In situations like that we often reach out to the customer in an effort to remedy not only the current appeal at hand but also to help prevent future citations. The committee has been known to offer a vote of “uphold” to a customer in exchange for them buying a parking pass, if they have new tag information and forgot to update it, etc. While most dialogue amongst the committee takes place on Smartsheet, there is the possibility of some communication occurring over email as well.
The committee has set a standard that every denied appeal is sent out with a comment to the customer letting them know what happened and why the decision was made. A number of upheld appeals will also be sent with a comment to the customer if we feel the appeal is a teachable moment that would benefit from such wording.
