Surplus Property
Overview
WSU surplus property must be tracked and managed in accordance with the State Surplus Property Act K.S.A. 75-6606 and university policy 13.12. All surplus property requires proper documentation to ensure accurate inventory records.
What Qualifies as Surplus?
Surplus property is university‑owned property that is no longer needed, useful, or functional for the department that currently holds it, and is therefore eligible for disposal by redistribution, sale, trade‑in, recycling, scrap, cannibalization or donation in accordance with Kansas Board of Regents (KBOR) policy and WSU procedures.
All surplus property must be routed through Property Control via the Disposal or Transfer form. Property disposals must be reviewed and approved by Property Control prior to any donation, sale, or other method of disposal.
Note: Property may not be discarded through informal means.
Use the Disposal of Property form when disposing of property via:
- Sale
- Trade‑in
- Recycling
- Scrap
- Cannibalization for parts
- Donation
- Donations are limited to Federal Internal Revenue Code section 501(c)(3) not-for-profit organizations and participants in the Federal Surplus Property Program per KBOR policy.
Use the Transfer of Property form when disposing of property via:
- Redistribution – Transferring property to another university department.

Property Transfers
Overview
A property transfer is the official movement of university owned equipment or assets from one location, department, building, or room to another. This is documented through the Transfer of Property form. This process ensures that WSU’s inventory records remain accurate and compliant with State of Kansas requirements.
What Qualifies as a Transfer?
- Property is moved between departments, buildings, or rooms
- During department moves, when an entire department is relocating.
Note: Complete department capital equipment listings are available from Property Control prior to the move. Please email wsupropertycontrol@wichita.edu if you will be moving your entire room, lab, department etc.
- Complete the Transfer of Property form.
- Email the completed form to wsupropertycontrol@wichita.edu.
- Warehouse processing for itmes the Physical Plant moves.
